Today, three cellular companies operate in Costa Rica after four decades when only one company, the Instituto Costarricense de Electricidad (ICE), offered service. America Movil, Latin America’s largest wireless carrier, operating as Claro Costa Rica, competes with ICE known as Kolbi and Spain's Telefonica or Movistar.
